The Magic Control Council of Sweorta (commonly abbreviated as the MCC) was a Sweortan governing and regulatory organization with influence and operations abroad. Publicly, the organization operates as a peacekeeping federation dedicated to protecting ordinary humans from volatile magic users.
Behind its humanitarian facade, the MCC is a totalitarian regime that enforces the absolute subjugation of the magical minority. Through state-sponsored propaganda, public torture spectacles, and covert harvesting operations, the Council sought political dominance in Sweorta and influence abroad.
Headquarters and reference names
The council is based in Sweorota, also written Sweorta in existing records. Its headquarters is the Sweorta Central Citadel. MCC and Magic Control Council refer to this organization. This page is the central reference for the council, its leadership, operations, and history.

Public Mission and Global Scale
The MCC justifies its absolute authority by citing the sheer scale of the planet Ensla—a massive celestial body roughly the size of Jupiter. Within this vast territory, magic users (referred to as "Mages") account for approximately five percent (5%) of the total population.
The Council’s public charter states that unchecked arcane entities pose an existential threat to the 95% non-magical majority. The MCC markets itself as the planet's only shield against rogue spellcasters, rogue magical beasts, and reality-warping phenomena.
Donagen Trumpell
The modern, militarized state of the MCC is entirely attributed to the rise of Donagen Trumpell. Trumpell is President of Sweorta’s High Council as well as the MCC. His family’s inherited real-estate and mercenary empire underpins his wealth and influence. He capitalized on public fear regarding magical anomalies. See Donagen Trumpell for his full source-linked biography.
Through a series of calculated political maneuvers, emergency decrees, and legislative overhauls, Trumpell slowly consolidated power. He systematically dismantled Sweorta's democratic institutions, rendering the MCC immune to judicial oversight. During the regime, Trumpell suppressed legal opposition and placed loyalists throughout national institutions. UN intervention later removed him from power. (White Sea, Chapters 21–22.)
The Underworld and Secret Operations
While the MCC claims to safely "contain" dangerous elements, the reality inside their subterranean facilities is far more sinister. Anything of a magical nature—including mages, dragons, and ancient artifacts—is systematically locked away from the public eye.
Lacrima Harvesting
Mages captured by the Council are subjected to state-sanctioned, clandestine torture designed to forcefully drain their raw, concentrated magical energy. Because the planet's native Lacrima crystals emit distinct elemental and spiritual resonance frequencies, the MCC utilizes specialized tech to siphon a mage's inner essence and bind it to raw mineral matrixes.
In particular, the MCC targets and exploits the following classifications:
- Clear Lacrima: Used as a clean slate for pure, unaligned energy storage. The MCC relies on these forced extractions to fuel their heavy technomantic programming and administrative machinery.
- Blue Lacrima: Exploited due to its natural alignment with the organic human body's water composition. The energy harvested from water-attuned mages is funneled directly into premium Teleportation Lacrima networks, allowing the MCC to deploy its forces instantaneously across the massive, Jupiter-sized surface of Ensla.
Mages are entirely drained during this process, transforming their living spirits into disposable batteries for the state.
Public Spectacles
To maintain a culture of fear, the MCC hosts highly synchronized public execution and torture events. During these spectacles, mages are intentionally pushed to their physical breaking points. When the victims instinctively use their magic to defend themselves against the violence, the MCC frames the resulting magical backlashes as proof of how "inherently dangerous and violent" mages are. This psychological manipulation reinforces the public's belief that the Council's cruelty is entirely necessary.
Social Impact and Human Supremacy
The MCC actively fosters a culture of human supremacy, conditioning non-magical citizens to view mages as subhuman threats rather than neighbors.
- The Informant Network: Citizens are heavily incentivized to spy on their communities and turn in unregistered or closeted mages.
- Normalization of Betrayal: Through aggressive societal engineering, acts of familial betrayal and neighborly espionage are praised as patriotic duties.
- Moral Disconnection: By framing violence as administrative protection, the MCC has successfully normalized systemic cruelty, allowing the non-magical populace to witness or participate in persecution without experiencing guilt or moral remorse.
White Sea story
Farron's UN delegation establishes that the MCC kept Lorence Fairstar for coercion and experimentation rather than public safety. Evidence of its attack on Damascas leads to UN intervention, arrests and a televised trial. Trumpell is convicted and placed in the custody of the Pirate Lords for punishment; this ends the phase in which he openly commands the MCC regime. (White Sea, Chapter 21.)
The operation continues through the release of prisoners, recovery of stolen magic and dismantling of the ritual chamber. The Council must also confront the extent to which Trumpell installed loyalists throughout Sweorta's administrative and commercial institutions. Later investigations uncover connected mage persecution and lacrima crimes in Whales. (White Sea, Chapters 22 and 33–40.)
