Sweoton is a pirate nation of free ports, formidable fleets and fertile inland country, ruled jointly by Scourge Orber, Ansel Nyoka and Edmond Dechuy. The three Pirate Lords are ageless beings appointed by Anubis to find those who are evil of heart and make them serve penance for their sins before they are taken to be weighed.
To a traveler, Sweoton can appear a place of sunlit harbors, extravagant coastal estates and ships arriving from every horizon. To those who prey upon others, its black sails carry a different meaning. Wealth and a change of flag cannot release a person from the Lords' commission.
Sweoton lies on Ishgar and is numbered 3 on its country map. Its guiding words are: Freedom on the waves. Power on the seas. A home for the bold.
The commission of Anubis
The Three Pirate Lords govern a living nation while carrying out a divine duty. They seek people who are evil of heart, with slavers and other predators prominent among their targets. Their captives must face penance for their sins before being taken to the weighing. The Lords' work precedes that judgment; it does not replace the weighing itself.
Their apparent ages are not their true ages. Scourge and Edmond appear to be in their thirties, while Ansel appears about twenty-five. All three are ageless. The date of their appointment, the full extent of their powers and the duration or precise forms of every penance are not recorded here.
A reputation for ruthlessness accompanies their service. Scourge's collage declares that he leaves no survivors among those who trade in people, and Ansel's describes slavers being fed to his carnivorous plants. These feared punishments belong to their larger commission of penance before the weighing; the references do not define the supernatural mechanics or timetable of that passage.
Three Lords, one nation
Sweoton's unity rests on a delicate balance between three distinct domains. Scourge is Lord of the Open Sea, Ansel is Lord of the Gardens, and Edmond is Lord of the Coasts. None is presented as a king above the others. Their fleets and territories together sustain the nation.
Their shared hostility to slavers is central to their rule. The freedom celebrated in Sweoton's ports is not freedom to own people or prey on the defenseless. Sailors may argue over prize shares and harbor dues, but no such dispute changes the Lords' charge from Anubis.
Scourge Orber — Lord of the Open Sea

Scourge Orber makes his home on the open sea aboard the Black Tempest. Tall, broad and muscular, he has blond hair, steel-gray eyes, sun-worn scarred skin and extensive tattoos. His weapons are a sword and whip.
Feared across the coasts, Scourge protects the free and is ruthless toward slavers. His ship's black sails are associated with the words Freedom on the waves. Death to slavers. His own maxim is: The sea remembers what men try to forget.
Ansel Nyoka — Lord of the Gardens

Ansel Nyoka maintains a private estate with a garden of carnivorous plants. He has long black hair, dark eyes and pale skin, and appears about twenty-five despite his ageless nature. He fights with whip and sword.
Commanding, calculating and ruthless to slavers, Ansel is associated with a garden described as a living punishment for those who prey on others. His collage explicitly identifies slavers as those fed to its plants. His maxim is: Some debts are best paid in the garden. No ship name is established in the supplied reference.
Edmond Dechuy — Lord of the Coasts

Edmond Dechuy is a Pirate Lord and privateer whose ship is the Valiant Wind. He lives at a coastal estate and works with select nations. Tall, broad and muscular, he has light brown hair and light steel-blue or gray eyes. He appears in his thirties and carries a firearm and sword.
Edmond targets slavers and corrupt members of the trade, showing little mercy to those who prey upon the weak. His formal coat, white neckcloth and carefully maintained weapons reflect the polished discipline of his reference collage. His maxim is: Justice sails faster than mercy.
Shores and regions
Sweoton's country reference names the following regions. Its map is an overview of the country rather than a register of individual city names.
| Region | Character |
|---|---|
| Northern Reaches | Storm coasts where exposed shores meet dangerous weather. |
| The Three Lords' Territories | The territorial heart of the Lords' shared rule. |
| Interior Lands | Farms, livestock, inland settlements and resources supporting the people and fleets. |
| Sunreach Coast | Major ports, coastal commerce and maritime power. |
| The Siren Isles | Hidden bays and waters associated with sirens. |
| Southern Reefs | Mermaid sanctuaries and reef waters. |
Coastal cities and free ports
Sweoton's coastal cities combine trade, piracy and luxury. Grand harbors lie beneath towering cliffs, bridges and high-built streets. Old stone stands beside new construction and maritime innovation. Markets, entertainment, provisioning and ship traffic make these cities centers of wealth as well as power.
Free ports draw crews of many origins. Sleek privateers share the waters with massive warships; tradition and innovation sail side by side. The fleets carry the Lords' influence beyond the country and form the most visible expression of its strength.
Inland towns, farms and livestock
Sweoton's interior is productive country, not an empty backdrop to its ports. Towns and inland cities are built around farming, livestock and trade. Fertile lands supply food, materials and strong livestock, keeping both the nation and its fleets alive. Inland markets connect this heartland to the coast.
Mermaids, sirens and hidden bays
Mermaids live in protected bays and reef sanctuaries, including the Southern Reefs. Secluded coves, sea caves and clear waters offer places where they gather. Few outsiders are admitted to some of these places, and visitors do not always leave unchanged.
Sirens are also a familiar presence in Sweoton's waters. Their beautiful voices can lure sailors toward paradise or doom. Neither mermaids nor sirens share a single political allegiance: some are allies, some neutral, and some inhabit dangerous waters. The country reference does not treat every sea person as an enemy or every alluring song as safe.
A land of contrasts
Sweoton holds together coastal entertainment and inland labor, extraordinary wealth and dangerous seas, free crews and the penance of predators. Its three rulers are at once Pirate Lords and servants of a divine appointment. The grandeur of a harbor does not soften that duty, and their agelessness gives a long memory to wrongs that mortal offenders hope will be forgotten.
